Editorial Ethics

General Provisions

The editorial policy of the collection of scholarly papers has been developed on the basis of the recommendations of the Committee on Publication Ethics (COPE), as well as the principles of DORA.

The Editorial Board considers monitoring the ethical integrity of the provisions set forth in articles to be one of the main aspects of its activities and of the peer-review process.

The Editorial Board does not accept for publication materials that contain offensive statements, manifestations of aggression or any form of discrimination, or that incite ethnic or racial hostility, violate international legal norms, or contravene the current legislation of Ukraine.

The Editorial Board is not responsible for the opinions, judgments, results, or conclusions expressed by the authors of articles and published in the journal. They do not represent the viewpoint of the Editorial Board.

The Editorial Board of the journal shall not be liable to authors and/or third parties and organizations for any possible harm caused by the publication of an article.

The authors bear responsibility for the absence of plagiarism or any other improper use of the intellectual property of other authors, as well as for the accuracy of the information contained in the articles, the correctness of titles, surnames, and citations.

The Editorial Board reserves the right to review these ethical principles of activity in order to improve them.

Ethical Obligations of the Journal’s Editorial Board

• The Editorial Board bears ethical responsibility for everything published in the journal; therefore, all materials submitted for publication undergo careful selection and peer review. The Editorial Board reserves the right to reject an article or return it for revision.
• The Editorial Board must make fair and impartial decisions, independent of commercial or other interests, and ensure an honest peer-review process within a reasonable time.
• The Editorial Board may reject a manuscript without peer review if it considers that the work does not comply with the editorial policy, ethical principles, or manuscript requirements.
• Members of the Editorial Board must not disclose to other persons information related to the content of a manuscript under consideration, except to those involved in the professional evaluation of that manuscript.
• The Editorial Board has the right to remove the electronic version of an article published in the printed version of the journal if a violation of someone’s rights or generally accepted norms of academic ethics is established. The editorial office shall inform the author who submitted the article and the organization where the work was carried out about the removal. A notice of the removal of the article shall also be published in the next issue of the journal.
• The Editorial Board permits the dissemination in electronic networks of any articles from the journal or extracts from them, but a reference to the original source of publication is mandatory. The publication and/or distribution of the journal’s materials by third parties or organizations on paper or solid electronic media is prohibited.

Ethical Obligations of Authors

• Research published in the journal must be conducted in accordance with current legislation and ethical standards. Any hazardous manifestations and risks associated with the conducted research must be clearly indicated.
• Authors must present their results clearly and unambiguously so that the findings of the study can be verified by other scholars, without falsification of the obtained data or improper manipulation thereof.
• Authors of articles bear full responsibility for the content of their articles and for the very fact of their publication; presenting plagiarism as original work and submitting a previously published article for publication is unacceptable.
• A study may contain scientifically substantiated criticism of another researcher’s work. Personal criticism cannot be considered appropriate.
• Sources of funding and other grounds for the emergence of conflicts of interest must be disclosed without fail. Authors must guarantee the absence of contractual relationships or proprietary considerations that could influence the publication of the information contained in the manuscript.
• Authors must clearly indicate the sources of all cited or presented information and must properly format references to the literature sources used in the work in accordance with the manuscript requirements.

Ethical Obligations of Reviewers

• If a selected reviewer is not confident that their qualifications correspond to the level of research presented in the manuscript, they must return the manuscript.
• The reviewer must objectively assess the quality of the manuscript, the experimental and theoretical work presented, its interpretation and presentation, and must also take into account the extent to which the work meets high scholarly and literary standards. The reviewer must respect the intellectual independence of the authors.
• The reviewer must consider the possibility of a conflict of interest if the manuscript is closely related to the reviewer’s current or published work. If there is any doubt, the reviewer must immediately return the manuscript without review, indicating the conflict of interest.
• The reviewer must not evaluate a manuscript whose author has personal or professional ties with the reviewer if such relationships may affect judgment regarding the manuscript.
• The reviewer must not show the manuscript submitted for review to other persons or discuss it with colleagues, except in cases where the reviewer needs a specialized consultation.
• Reviewers must adequately explain and justify their judgments so that the editors and authors can understand the basis of their comments.
• The reviewer must indicate any cases of insufficient citation by the authors of the works of other scholars, any substantial similarity between the manuscript under review and any published article, or any manuscript simultaneously submitted to another journal.
• The reviewer must provide feedback without undue delay.
• Reviewers must not use or disclose unpublished information, arguments, or interpretations contained in the manuscript without the author’s consent.

Adherence to the Principles of Responsible Research Assessment (DORA)

The Editorial Board of the journal supports the principles of the San Francisco Declaration on Research Assessment (DORA), aimed at improving the practices of evaluating research results.

The journal recognizes that research results should be assessed primarily on the basis of their scholarly content, methodological quality, novelty, and significance, rather than on formal journal indicators or other aggregated bibliometric metrics.

In its editorial practice, the journal adheres to the following approaches:

• Manuscripts are evaluated on the basis of scholarly quality, soundness of methodology, originality, and relevance of the research, regardless of the bibliometric indicators of the authors or journals.
• The Editorial Board does not use the journal impact factor or other journal-level indicators as the primary criterion for evaluating an individual article.
• The editorial review and peer-review process takes into account the diversity of scholarly outputs, including theoretical developments, methodological approaches, empirical studies, and other forms of scholarly contribution.
• The editorial office encourages research transparency, proper citation of sources, and the responsible use of scholarly metrics.

The Editorial Board calls upon authors, reviewers, and members of the editorial council to adhere to the principles of responsible research assessment and to promote the development of ethical academic communication.
